SMS to Site Numbers

We have several main numbers to our locations that are setup as site numbers. For some reason customers will text these numbers. We are unable to respond via SMS to the customer from these numbers and more times than not we have no idea who they are trying to reach. What can be done to stop these texts and ultimately stop the billing associated with them?
