Unable to graduate app - stuck on webhook permissions

I have completed everything else on the graduation requirements but the status page still shows Webhook Subscriptions as incomplete. I've made create, cancel and update requests to the subscriptions endpoint as shown below.

The app client id is EpObcF5YSqmyUlZ-i4GM2A

Could I get some help graduating to production?
