How to re activate sandbox

Hello. I was not using my sandbox account for several moths and it been deactivated. Do I need to re activate it or simply create new one?

When clicking on register for free (https://login.devtest.ringcentral.com/300) getting error page 404 not found.

I am sorry. I read this article 10 times already. There isn't simply "Create Sandbox" button there. I can only signup for new account. But then I need new email. Cannot re use existing email.
