Does adding numbers to a sandbox account cost money

I am working on doing some testing with the api sdk provided by ringcentral, and I would like to create some new users and or numbers in ring central to verify, but it says there is a cost associated with it on the portal. Is this a real cost, or just shown like it would be in production? If so, are there ways to have a dev phone number/users that don't cost money?

No, it's free. You can add up to 4 users and 4 phone numbers to your sandbox account. The cost showing during the process is just to make it similar to the real production environment.
