Is there an API to unassign phone numbers/ move phone numbers to inventory?

I tried this POST command to remove a phone number from an extension: https://developers.ringcentral.com/api-reference/Phone-Numbers/addNumbersToInventoryV2 but it gave a forbidden warning saying I'm out of licenses.

Is this the wrong command and is there a right one?

That API is not for adding assigned phone numbers to the account number inventory

"Adds phone numbers to the account Inventory as unassigned. Currently we support the following three enum values: 'Inventory', 'InventoryPartnerBusinessMobileNumber' and 'PartnerBusinessMobileNumber'. Later we may support some other values like 'ForwardedNumber', etc."

So right now, it's not possible to add an assigned phone number back to the inventory.
