some mobile numbers are only in 9 digit

hi...i have a issue...In my Ringcentral app i Can see mobile number with 10 digit...but in my PHP application some mobile numbers are only in 9 digit..Anybody know what is the problem??

Shena, can you provide the example of what you are seeing in your PHP app (preferbly in a form of API requests and responses)?
