Polycom phone ringing with no incoming call

I have a Polycom V V X 311. Occasionally, the phone will start ringing, however, there is no incoming call. The display shows a three or four digit number. The phone will continue to ring until power is disconnected. A reboot solves the problem, but just temporarily. Any ideas?
