Meetings can I sent out meeting to more participants than my plan allows

I think I am correct, but you can send out invites to more than your license allows, correct? So if I decide to upgrade to 300 plan, I can send invites out to 500 people and whoever accepts gets in up to the 300 allotted. Correct?
