Do I need to pay for a digital line when using the mobile app?

I believe Ringcentral changed their policy recently on this. I need to add two users to Ringcentral but they'll be operating from their mobile phones in most cases. Will I have to pay for the full cost of a digital line or just the phone number.

Do you mean that they will be receiving/making calls on their mobile phones?
