You are receiving the EXT-467 error code when trying to update call queue via the REST API, because the currently authenticated user calling the API does not have permission to modify the call queue they are a member of. To remedy this, you need to grant members of a call queue permission to perform this action.
Please do the following:
Login to the RingCentral Admin Console
Navigate to Phone System > Groups > Call queues
Click on the call queue you are trying to update via the API
Expand the "Call handling and members" section
Find the option labeled "Allow members to change their queue status" to "Allowed"
