Permission inconsistency for app graduation

I am preparing our app for production and had our permissions trimmed down to everything that showed as being called in "Exercise all requested permissions".

However, without "Call Control" permission, incoming call notifications aren't received. But the permission doesn't get exercised by just subscribing to notifications for it.

Is this just an oversight in the dashboard? And how will we proceed through review as our app won't work without the permission, but the permission is not used other than the subscription?

Did you test your app with actual event notifications? What is your app client id?

We ended up needing to add a permission for our app so we are in the same situation again with the new client id PKvRzf71QkC-uoOCRp0E_g
