There should be a way to assign an MVP license without a DID number. We have people that do not need to receive direct calls but need a fully featured MVP account. I would like the ability to create MVP accounts with extensions only.
You can treat number as extension only if you don't publish the number to the directory. This way there should only be the extension that is facing outward. We run a small call center using call queues and number this way.
What you're looking for is a Video Pro license. This provides the Messaging and Video aspects of the MVP license minus the phone. You can still use the license to extension dial internally, however if the user makes a certain number of outbound phone calls, RC will assign a phone number and an MVP license.
