Integration with Okta - problem when users login to RC using an email address and have multiple numbers

We are investigating SSO between RC and Okta. We already use RC and Okta separately. Our users login to RC using email, and we have some RC users with multiple phone numbers.

When we try to set-up SSO between RC and Okta, we get an error that suggests that some email addresses are associated with multiple phone numbers, which is correct. In looking at the RC report, it looks like there is a row for user with phone #1 and a second row for the same email with phone #2.

That makes sense from a RC point of view, but Okta appears to require that each record have a unique email address.

Has anyone encountered this and addressed it?
