Spoofed

Unfortunately, this is a major issue with all carriers; domestic and foreign.  The best defense is to report each incident to the FCC and to send correspondence to your Congressperson and US Senator.  This helps your carriers tremendously.  However, the reality is the majority of spoofers and robo callers reside in foreign countries - where they are not subject to US law.
