Does the ADMIN have to logon first to enable something or can you share the link /app with an end usee to enable for their own extention? Does it send out from their number where up to 250K people could respond or does it send from a number that can't be replied from?
To configure High volume SMS it should be A2P numbers (Application to person). You need A2PSMS permission in app.
