RC User permissions required for authorizing access to public app permissions

Is an "admin" user the only user that can authorize access to requested public app permissions? If not, what permissions must the authorizing user hold?

What are the public app permissions? The difference between a public app and a private app is only about who can access their service using the app (identified by the app client id and client secret). Public app can be used by any RingCentral customers/users. Private app can be used only by the company's users.

Regardless of the app domains (be it public or private), an app may require user permissions to control access to app features based on the requirement of the APIs the app is calling. E.g. an admin user can use the app to download the call log of an entire account. While a standard user can only download its own call log.

I cannot give you a better answer because I am not sure what you are asking for.
