What is that "Cost Center"? Is it just an extension under a RingCentral account?
Anyway, there is no API to assign a phone number to an extension. You have to do that from the admin portal at https://service.ringcentral.com

Sorry I think its the "users" that are assigned to a cost center. We have a custom integration that RC wrote for us but the last few months the cost center has just been assigned to the default root one, not into the correct one. Below is one that's setup correctly, 2 users are assigned to cost center 7401.
