I am looking for a report that shows the fax usage by user using the desktop app or the mobile app. Does anything like this exist?

This is currently not an option, Susan. You may vote for this idea at https://ideas.ringcentral.com/ideas/USAGE-I-67.

Not sure if this would work, but you can try to export the call log as an excel file.
Then filter for Fax.
Then maybe sort by user and use your excel skills (: to get the info.
