Does SandBox Account Supports testing for High Volume SMS ? Also can we assign High Volume SMS Permissions on SandBox Account. As per link below https://developers.ringcentral.com/guide/messaging/sms/high-volume Developer sandbox for High Volume SMS is not available. How to test High Volume SMS functionality in SandBox before making it production ready ?

No, and the answer is in the "Limitations of High Volume SMS" section on the link you shared.

That is why we ask for app client id in the HV SMS provision enrollment form so we can help with the graduation. For now, you can send a request to the dev support team.
