Meeting MSI installer error

Trying to install the RingCentral Meetings MSI and I'm getting this error:

Any ideas? The EXE installs fine but I need it in Program Files not in the profile as I'm building a VDI image.

I have all the latest versions of VC redistributables installed from 2008 to 2019
