Popup menu (hover over a phone number in the CRM) not popping up

I have a new Dell computer running Win 10 and Chrome and the RC popup menu (hover over a phone number in the CRM) not popping up so I can't make phone calls.

Installed the RC desktop app, added the RC Chrome extn, and authenticated my number, turned off the popup blocker, added ringcentral.com to my trusted sites in Win 10 internet setting and still no go. My old Dell computer works fine.
