Ability to limit outbound calling function of a user via the RC phone app without breaking unconditional forwarding rules

We need to have the ability to limit outbound calling of the RC desktop app via roles or some other function. When we tried to limit that function via disabling the domestic and international calling via Policies it breaks the unconditional forwarding rule for that extension.

4. A typical use case scenario explaining how your business would use the feature - We wanted for all outbound calls to be placed using Contact Center. Some users are using the RC app to place calls and this is what we would like to prevent.

The use case for disabling outbound is our integration with inContact. We want all reporting in inContact and reps are able to erroneously make calls through RingCentral which means the call does not run through inContact.
