Add users to queues administratively...

We have users who don't and will never use the ringcentral app or profile.  We set them up and they are added to a queue in which all phones ring.  Since this is a small company, all the office folks have the abiltity to pick up the main line.  However, there is an administrative shortcomig... when creating a new user, you have to login to their profile at least the first time to add them to the queue; there should be an administrative override that forces them into the queue AND an option that the user can't remove themselves from a queue.
