How Do i setup Presence to answer call of users I'm monitoring on my Desktop App?

I have set up a call  monitoring group and enabled the setting to ring my phone when a caller I am monitoring phone rings.  But when I test it, my phone does ring when they are called.

Did I miss a step?

I am guessing you meant to say your phone doesn't ring?  . Either way it would be easier to know the exact steps you have taken so far. But just to be safe. Important to note :
There are 2 main steps involved with setting up call monitoring groups.
  1. Select the users you want to monitor
  2. Select the "MONITEES = people who have permission to monitor" 
Both of these user groups need to be enabled. in order for you to monitor the account.
