I don't think it is possible to know this since there is no change log.  

Are you an end user or administrator on the account?

One of the administrators of the account would have turned it on. You will receive that notification monthly.

Ok but which administrator account have enabled it? can we check logs?

You won't find that in any logs. If you are an administrator, check with any of your colleagues. If you are not an administrator they most likely want to record not only your calls but anyone within the organization for quality and training purposes.

Depending on how large your organization is and your status within the organization, just ask one or more of the administrators. Please note that if they just turned recording on for everyone (you don't state whether this is a new RingCentral account or whether you are a new employee at a business receiving your first notification) any given administrator may not know who turned recordings on. If there is only one administrator, your task is easy.

RingCentral provides for that email notification once a month to remind users that their calls are being recorded...similar to how each caller is verbally reminded when they call into the business.

your system sends this message automatically. I was about to fire three people over this, I thought someone was screwing with my phone lines. But its ring central sending these annoying messages.
