trying to set up "phone tree" to call all database and notify of bad weather day? help?

You can have multiple IVRs setup and during inclement weather have the calls changed to re-route to another IVR.  Note this change with RingCentral would be something that a super admin would need to manually change, from one IVR to the other for the different situations you would have like the weather.

If you are an inContact customer, you may utilize a script which can check a profile that can be changed at any time, also by an admin and follow a programmed course.  For example, you could set it to play a different message for a meeting, weather, after hours, holiday(s)...  You can have this setup to automatically do what you need as far out as needed, years of events are no issue.
