Voicemail: user is getting error for Option 4 to "Call Back"

I have a voice mail user who is trying to do option 4 within the voice mail to call back the person leaving the voice mail. It tells him that the option is not enabled. How do I enable the call back feature?

Are you sure the CLID was presented?  That is the only option I'm aware of that would prevent the feature from not working.
