I think for high volume sms, you need to apply or request high-volume SMS capabilities by contacting Support here: https://support.ringcentral.com/contact-support.html

Done for your app. Basically, when you send a request for provisioning a high volume SMS number, you can specify your app client id so the support team would move your app to production for you.
