How to remove a phone from a user

Just to preface, I have a user I'm trying to edit since they have 2 lines and phones attached to them. I need to remove one, though I'm not getting the option to do so. Is there anything that can be done to remove a phone from the user? Or will this be a situation where the user has to be removed and a few things moved around to get everything to work how I need it to?

Edit: Follow up question, would moving the line to a new user being created be feasible or would that just cause the same issue I'm running into currently?
