While talking to a caller I would like to play an audio file with a pre-recorded set of instructions.

Is this possible?

Ideally I would like to simply assign a shortcut key or some menu option, preferably in the on call menu, perhaps under _more_ while on a call.

Not possible with REST API. But you may be able to implement your own SIP phone and control the audio sources.
