Unable to make calls or add numbers in Developer portal

I am attempting to test my application in the sandbox environment but I keep coming errors stating that "Funds are too low" or not enough credits.


I have attempted to make RingOuts via many avenues but seem to be stumbling in the same issue everywhere. I have attempted to add numbers or manipulate settings in the portal but that has not yielded any results.
