delay in phone calls in ios13

When I place a call out there is a huge (15 seconds or more) delay from when I speak and when the other person hears what I've said. This problem began when I got the iphone pro ios 13.2.2 How do I solve this?

This shouldn't be happening, please open a case with tech support so they can do a little further research and troubleshooting with you.
