There is the address-book api: https://developer.ringcentral.com/api-docs/latest/index.html#!#RefCreateContact

So you can "add a new personal contact to the user address book."

But I am afraid that it's not visible to everyone because an user only sees his own address book.  You might need to add contact to every one's address book.

Yes, there is an address book API in beta it seems which can support this feature. Since this is a Beta API, you would need to send an email to the developer support team requesting them to join or even can join this beta program if you are interested by submitting a help ticket.
