"The destination is disabled" when sending SMS

Getting the below error when sending SMS:

Does this happen when you send text message to any phone number? And from any phone number?

Even if it doesn't happen every time. I need to know if it happens to the same number or different numbers. The error message is "The destination is disabled" and if this is the to number is disabled, then there is nothing we can do. So we really need to clarify this.

When this happens, can you use the RC app to send a message to that number to see if it would pass or fail.

It happened to different numbers. On that day it failed when we tried a couple of times. I just tried sending SMS to the same number and it is working from API itself. Not sure if the destination is enabled or so. Can it be a problem from the sender too or is it always due to the receiver?
