EditAccounts permission

I get this when trying to Create an account via the SDK for in my Sandbox app:

Error: In order to call this API endpoint, application needs to have [EditAccounts] permission

I understand Dev Support need to add the permission to my app but I cant seem to log a case with Dev Support...I log somnething but it does not show un in my cases. Can anyone help?
