My question is is it possible to retrieving call logs and sms logs deleted by user from ring central dashboard. or can I restrict the user from deleting call or sms logs from dashboard.

Unfortunately, it is not possible to retrieve deleted call/sms logs. It seems you cannot restrict the user from deleting those log info either.
