We have a custom in-house enterprise app with some significant RingCentral intragration. We are having trouble with SMS features. We need a consultant to trouble-shoot and advise, and perhaps very rarely to do a very small amount of coding. But trouble-shooting and dev/tech problem solving are the main tasks. We are NOT looking to pay an outside firm to develop an app for us.

Where do we look for a resource like that?

We provide tech support/troubleshooting for issues relating to the RingCentral platform via our official support ticket channel. We do not have a fee-based support service and we don't provide coding for customers' projects except some sample code when needed.
