We have some users that do not want others to see who they may be on the phone with, is there a way for Administrators to remove access to the HUD feature and grant it to only specific users?

Yeah, this would be done via a "Custom Role" in the "Roles" section. It depends on what version of RC you're on, but you can start a new role with Super Admin as the base, deselect "HUD" and deselect/select any other features, and apply to whoever requires it.
