User1 is on vacation, I forward phone to User2. User2 doesn't answer, voicemail defaults back to User1. How can I default to User2?

You will be needing to create a temporary custom rule on User1 extension until the time of his vacation. From there, you can also assign User 2 to receive voicemails.
