Why is there not a guide for how to complete the User Bulk Upload spreadsheet? The notes on the spreadsheet make no sense and are full of 'what not to do'.
It is not clear which tabs need attention and under what circumstances.
Why does it have existing data on it, if this is for uploading new users?
