My incoming calls are not coming through, I only receive an email notification when I miss a call. My laptop doesn't ring when someone calls.

Have you checked your working hour config? Are there any custom config that not letting you to get the call?
If everything is fine and still problem persists, you can check with RingCentral support and they will help you to investigate the issue, your settings and config and assist in resolving the issue
