When you start a ring central meeting, there are 5 different U.S.phone numbers to connect to for audio. Does everyone need to select the same phone number to be connected? or will the Meeting ID connect everyone?

The Meeting ID will connect to everyone. Those 5 options are the numbers you can try in case one doesn't work.
