Is there a API to manipulate voicemail?

1. Given that a call is not answered, is there a API to push voice file to voicemail?

2. Given that a call is not answered, given that the call has ended. Is there a API to push voice file to voicemail after ending the call?

Unfortunately, that it not supported and there is no support for voicemail drop either.
