Restricting user call function

Is this possible to restrict a user to use the number assigned to them only for Fax and disable the calling feature?

We want to restrict the call operation from certain users

You can go to your online account as an Admin, then select the Phone System --> All numbers,

Select the number you want to restrict :

And restrict it for Fax functionality as per your requirement.
