can filesharing be restricted to one person only?

on integrations administration > file sharing >manage > tick upload from computer/ mobile = It will enable all users to do this .

is there a such only specific users can do this?

Can you please confirm if you mean sharing files over the RingCentral app, or through an integration with the RingCentral app? If so, what integration? Thank you!
