user cannot receive outside text messages sent to ringcentral softphone number.

outside users send text message to ringcentral softphone user line which is attached to personal cell phone. outside user gets message that "message could not be delivered to this non-wireless number". ringcentral user is set up similar to all other users. why is text not being forwarded to cell phone?
