I inherited Ring Central and still going through online training. 

I have a Yealing SIP-T33G phone that is displaying PU-rmvd on the display after restarting.

Whe you try and make a call it comes back and says to restart the phone and try again.

What does PU-rmvd mean and what need to take place to resolve?

it means Phone User removed.
Phone User removed means that your phone is not assigned to any extension. It is an unassigned device and you need to assign it to a user.

or less likely
it is a device which is assigned to an “Unassigned extension” - in which case you need to enable the Unassigned extension by giving it a name & email address
