I'm trying to graduate an app for a client. I've hammered the Webhook create, refresh, delete endpoints (at least 50 times) but still I've not met the requirements on the webhook permission.

Manually graduated.
I am having the similar issue. I tried adding the subscription and then cancelling it several times. There were no errors. I can see the endpoints in the Analytics showing the GET/POST/PUT/DELETE subscriptions. However, I can still not pass the graduation.
