Can we add external contacts to RingCentral contact list ? Would there be any additional charges to make calls, send SMS or fax to these external contacts ?

Yes, you can use Contact API to add external contacts to a users private phone book.
There is no additional charge to send SMS or Fax to external numbers as long as they are local numbers. If they are international numbers, then the charges will be applied.
There will actually be no charge and you can call external non ring central user or external local numbers within states
