No SMS-enabled phone number on Sandbox

In my sandbox, the number "+19169520185" or "+16292357653 does not have "SmsSender" in its features. How can I enable SMS? I am getting the error "None of this user's phone number(s) has the SMS capability" while running the code. @Phong Vu can you please help look into it?
